Non-Technical Survey (NTS) is a crucial stage in the overall multi-step process of humanitarian demining. It serves as the initial phase, aiming to classify the territory's danger status. The primary objectives of NTS include gathering (confirming) evidence of Explosive Remnants of War (ERW) contamination, assessing potential risks and hazards to the population residing in the adjacent areas.
Key Components of NTS:
- Classification of territory safety status.
- Establishment and marking of the boundaries of hazardous areas.
- Exclusion of areas through non-technical survey.
- Identification of socio-economic factors, threats, and other elements influencing decision-making regarding the priority of necessary actions for unlocking dangerous territories.
- Collection of information on incidents and accidents involving humans and animals within the NTS area.
This process involves on-site data collection, including visual inspections, drone reconnaissance, interviews with locals, and data collection from open sources to narrow down the search for explosive items. Notably, at this stage, significant portions of land may be declared safe for use.
Although this phase is dignified, it concludes with the formation and issuance of an official document on the territory investigation, authenticated by responsible individuals and governmental authorities. Importantly, the state incentivizes market development by reimbursing farmers for a portion of demining service expenses through open and transparent auctions, with a designated budget of 2 billion hryvnias allocated in the 2024 state budget.
