Agrarians are fully compensated for the cost of land demining. How does the mechanism work?
The Cabinet of Ministers of Ukraine increased the amount of compensation for farmers who plan to demine agricultural land from 80% to 100% (https://www.kmu.gov.ua/npas/pro-vnesennia-zmin-do-postanov-kabinetu-ministriv-ukrainy-vid-12-zhovtnia-2022-r-1178-i-vid-12-bereznia -2024-r-284-990-300824).
These are long-awaited changes. Compensation to farmers affected by the demining of their land is the basis of agricultural recovery in regions that have survived armed conflicts. For the successful implementation of such programs, it is necessary to ensure a comprehensive approach, demining, financial assistance, access to resources and infrastructure. Only with the help of coordinated changes can farmers be provided with everything they need to restore their businesses and return to full-fledged agriculture.
How does the mechanism work?
Verification of applications submitted by farmers through the State Agrarian Register (https://www.dar.gov.ua/) is carried out by the Center for Humanitarian Demining.
The Center for Humanitarian Demining announces in the Prozorro system tenders for the purchase of humanitarian demining services for those farmers who have applied and meet the conditions of the program.
Participating in the compensation program is open to farmers whose lands are located in the de-occupied territories and where, after conducting a non-technical survey, contamination or probable contamination with explosive objects is confirmed.
The designated areas must be located outside the 20-kilometer zone from the line of combat or the state border.
The mine action operator will receive the entire reserved amount after completion of demining and confirmation of completed works by the Center for Humanitarian Demining.
