The Cabinet of Ministers of Ukraine is updating the criteria for the reservation of conscripts and the criteria for receiving enterprises to receive the status of criticality. In particular, from December 1 of the current year, all reservations will be made through the Diya application. There will also be monthly monitoring of enterprises and organizations to ensure that they meet all criteria.

This was announced by Prime Minister Denys Shmyhal during the government meeting.

According to him, until November 15, the authorities conducted an audit of enterprises and organizations that have the status of critical and have the right to reserve employees.

"According to the results of the audit, a number of problematic points were identified that need to be eliminated. First of all, the regional and branch criticality criteria of enterprises will now be agreed with the Ministry of Defense and the Ministry of Economy," Shmyhal said.

The Prime Minister also explained that for the private sector, the salary criterion and the absence of debts to the budget will now be "mandatory points" for the reservation of employees.

"In particular, the accrued average salary in the enterprise and for the booked employee should be at least 2.5 times the minimum salary. This will reduce the risk of abuse when companies employ a person for the sake of a "shadow" reservation agreement," he said.

Shmyhal noted that the ministries responsible for reservations are instructed to "explain in detail all aspects and logic of the updated system" and must give "comprehensive answers to all questions."
